Crux can indeed be viewed from Singapore. In fact, I just saw it last night. However, I saw it in the east of Singapore which is further away from the city lights than Pasir Panjang. I still think it is visible from Pasir Panjang though.

I have a Powerseeker 80Azs as a beginner scope, but the things that can be seen with it are not very interesting.
