Observing Saturn before sunrise

Assuming clear skies, if I wanna observe Saturn in the morning just before the Sun rises, how high up must Saturn be from the Sun? Right now, its about 11 deg at mag 1.19. High up and bright enough?

Usually I'll only observe planet at high power when they are at least 45 degree above horizon.
