Hi,
I don't think there is a particular name for it... other than alumnium tube... may be alumnium tube for Optical Tube??
Have a nice day.

Is it 'cladding' as a form of thermal jacket?

If you order the material locally, you can call it a aluminium CHS (Circular Hollow Section) or 'pipe' for short. Specify the diameter, length and thickness in mm. You can specify the grade of aluminium too. Currently I happen to be fabricating a stainless steel pier extension for my new tripod.
