In the latest Aug 2011 issue of Sky & Telescope, there's an article titled "A Simple Hinge Tracker" by Gary Seronik. (Page 64)

Are those items in his parts list readily available in Singapore?

Yes this will work, especially if you need to travel light to remote sites.
