Looks like they took on my idea, haha. I proposed such a device back in 2008, with a targetted product date of 2012:

Assuming this Cloud Gun works, I wish they don't make it look like a gun. Customs at both sides will ask a lot of questions.

Also, I wonder if it only works on low altitude clouds, or on all types of clouds. How could the pellets reach up to the high altitude ones? Hmmm....
