After the initial huge disappointment but thanks to the leads in Kochu's 2012 thread about Jap astro shops, we managed to visit Bic Camera at Yurakucho. They still sell Vixen telescopes and accessories at their Astronomy corner.
It's very much like a Best Denki in Singapore but way larger. And they offer tax free shopping for foreigners with minimum spend of JPY 10,001.

I got myself a Vixen NLV 4mm, SLV 15mm and SLV 25mm.
According to the salesperson, the SLVs are the newer ones, but made in China. The NLVs are older but made in Japan.
