Is the bulge really obvious?

It is not exactly like a bulge. You will see a higher concentration of stars as you look towards the center of the mily way (or the bulge) . This bulge is around Sagitarius region.
It would offer fantastic view for binoculars users scanning that area of sky.

I am a foreigner. What's a good location in Singapore to observe a meteor shower? Can hardly see any stars here with the light pollution.

A couple of guys here are heading to East Coast park for a meteor shower session. Perhaps you want to join them.

sorry for coming late in this. The Milky Way 'bulge' that we can see in reasonably dark skies would be termed Sagittarius A, and located just above the constellation of Sagittarius where the center of the galaxy is thought to be. You should be able to see this brightest portion under dark skies in Singapore. I saw it in Changi Beach before but it was many years back. This would assume one knows where to look for Sagittarius which is a constellation that is located high up in the sky (near zenith) at about 10PM these days (in Singapore).

Solar system is located at the outer edge of the milky way... there should be lots to see...
