i believe the exotic price would keep that toy out of many people's pocket. and if u can afford thousands of dollars for a laser, the 10k fine should be no issue. at least i believe anyone seriously considering getting one would go and get the neccessary license, or would already have a license.
of course, for those who are crazy enough to blow an entire month's pay on this, go ahead and blind whoever u wan.
