I guess the statement by universal astronomics refers to the extent of vibration for comfortable viewing and not to the load which the tripod can hold. Anyway, the only chance which i got to test the manfrotto 028b is only for terrestrial objects. It was rather stable when i mounted the c8 without any counterweights on the other side and damping was rather acceptable.
You can test it anytime when im free for a meet up.

If you are trading off rigidity for portability, anti vibration pads will help a great deal. They can helped to bring down setteling time to a usable 2-3 seconds on under-mounted set ups.
Under previous testing on terrestrial objects, the settling time was around 1s based on the conditions as mentioned above, without vibration dampening pads. I think for astro obs, the pads will definitely help a lot. If you are to mount another scope on the other side, this will bound to increase dampening time.

Yeah I agree with you, but that's also the reason I'm getting the tripod. I need the tripod to be comfortable for astro use under mid-high magnification.
