If the folk tale said that during the 7th days of the 7th lunar month, one can see Vega and Altair with the Milky way running thru them in the old time with no or very low light pollution. Chances is one will be able to see in Mersing condition whether half or full moon. The most important condition is where is the Milky way and the moon. If the moon is right over or very close to the Milky way, forget about it.

Saw a faint but visible Milky Way and the two stars mentioned (Vega and Altair) while in Myanmar tour with my wife during December 2006. The constellation of Cygnus was between the stars. My wife saw these for the first time in her life (or maybe she saw them when she was very young and did not know that it was Milky Way with the well-known stars to the Chinese). The moon was slightly less than half but over a quarter.
