I believe this stuff can be used to manufacture crystal meth, so (at least in Philippines) it is a controlled purchase.
However it is widely used for nail care, generally nail polish removers are mostly acetone, you can try that.
What are you going to use it for?

You might be able to get small bottles of pure acetone from pharmacies.
We do it in the dark...

To remove glue, IPA will do, don't need Acetone.
