Hi there,
I would like to take StarTrail photography in singapore and i dont know which part of singapore would be appropriate to capture Stars during night time.
Some thing like in this site

Welcome to the forum!
If the sky is clear in Singapore, you should be able to capture stars and star trails as long as you have unobstructed view of the skies. If you want more scenic foreground like those in the link you have provided, can try places like East Coast, Changi Beach, Labrador Park, ...etc.

Pretty much any place in Singapore with a desirable foreground will do. You only need a firm tripod for star trails.
The problem is mainly that of light pollution: Because our skies are not dark, your long exposure will more likely than not be washed out from the background sky brightness if you expose for too long, thus limiting the possible length of star trails.
