For those who need clear directions, Arief has drawn a fairly accurate map to the location. Here it is:

Do note that except for the main road, there is no small road leading to the site. you simply turn off from the main road and park at the clearing...

Tachyon,
Chee Chien was the main person who activated CSN (clear skies network) for Dempsey road, but now he is in the states.
The site is still there of course but there have been no obs there for a while. People have been exploring darker sites such as in Tuas and in Changi.
I'm not sure, but it seems that the light pollution at Dempsey has increased over the years. There are some pubs there now when there wasn't, but I think it's Orchard road that has gotten brighter.
