Actually it depends on where you are observing. If his intended site in India is as good as Mersing, than the 10mm is ok. In fact, I have used the ETX105 up to x300+ with reasonable good images. (The ETX105 is rated up to x425).
I have ever gone up to x500 observing Uranus and Neptune...but yes...for Singapore, 10mm is useful for a softer image of Saturn and Jupiter..

As I have spoken earlier, the manfrotto tripods are good quality tripods and the 055 is indeed more sturdy than the 190D but as their mounting plate is still a small piece, it would be best if your friend can try and look for an ETX field tripod at least. the base plate is wide and more stable.

u can try the clubsnap forums for the 055 legs, but not easy to find one since most people don't buy that for photographic purposes.
anyway, 2nd hand prices for manfrotto are within 80-90% of their original prices, so don't bother too much about finding one 2nd handed.
if u are really keen on owning one, go down to penisula plaza, find this shop cathay photo and ask for steven. alternatively, go to funan centre, find this shop john 3:16 and ask for samuel.
